Sjøparken is a new, small district in Stavern featuring residential islands, canals, and squares, developed on the former site of Agnes Fabrikker. So far, 150 attractive apartments, five atrium houses, and fifteen unique seafront houses have been completed. An additional 36 townhouses and 10 seafront houses are now in the planning stages.

“We sold six townhouses before the project was even launched and the sales material finalized, so it’s clear the market has been waiting for this. The first phase of ten townhouses is already secured, and we plan to release ten more for sale before Christmas,” says Tron Inge Nilsen, CEO of Agnes Utvikling AS.

Agnes Utvikling is owned 50/50 by Linstow and Grendahl Holding.

Popular Seaside Homes
The seafront houses — each with a private jetty, rooftop terrace, and boat berth — are also in high demand despite their premium price point.

“This autumn, we sold four seafront houses. The next phase of five units will start immediately. Only 25 of these houses will be built along the bay, which makes them especially attractive. Several buyers describe them as ‘a home and a holiday house in one,’ and we see strong interest from across southern Norway,” Nilsen explains.

The apartments in Sjøparken Housing Cooperative range from 41 to 114 square meters, and more than half have already been sold, with happy owners moved in.

“The exciting architecture and colourful buildings, inspired by Italian coastal towns, are appealing. This was also highlighted when we received the award for Apartment Project of the Year 2025. At the same time, we see that the strong local community we have created here attracts many,” says Nilsen.

A Historic District with Soul
Sjøparken has developed into a completely unique residential area on the waterfront, surrounded by lush forest, smooth rock formations, and beaches. The old, venerable factory buildings are being repurposed for culture, business, and dining. You can rent office space at Sjøparken Vekst, and children attend a kindergarten with its own forest and beach. There is a wide range of leisure activities available — from yoga to bouldering and taekwondo. In April 2024, the Nerdrum Museum and Havfuglen Café also opened, helping transform the area into a flourishing international cultural destination.

“We don’t just develop housing — we create homes. For those who want to live here year-round and for those seeking a holiday home. Our goal is to build a village where life is good. Quality of life — across generations,” Nilsen emphasizes.

The 250-decare area includes 1.5 kilometers of shoreline and, when completed, will consist of 600 diverse homes. The area is also zoned for 80,000 square meters of commercial space.
