Public–Private Collaboration Project in Lillestrøm
Akershus County Municipality and Linstow have collaborated since 2019 on a joint zoning plan for the bus terminal site and the expansion of Romerike Health Building, both located next to Lillestrøm Station. The zoning process is now in its final phase, and the parties have agreed to extend their collaboration to also include the future use and content of the planned buildings.
24. March 2026The new development at this transport hub will include a flexible, future-oriented bus terminal with sufficient capacity to meet future mobility needs. In total, approximately 92,000 m² of gross floor area (including the existing health building) will be developed, distributed roughly equally between the health building expansion and the bus terminal site. The project will facilitate high-intensity employment uses adjacent to a regional transport hub, thereby strengthening public transport and accessibility.
Akershus County Municipality and Linstow have now agreed to initiate joint efforts to engage potential stakeholders and tenants for the future building complex as a whole. Future demands from education, research, and business require comprehensive and sustainable solutions. In this context, the partners aim to:
- Create greater shared use between tenants, innovative and space-efficient solutions, and thereby cost-effective premises
- Focus on added value for tenants by facilitating increased innovation, more health-promoting solutions, and strong collaboration environments
- Establish a sufficient tenant base through the partnership to ensure commercially viable initiation and implementation of the development projects
Tonje Lavik Pederssen, County Councillor for Finance and Organization in Akershus County Municipality, states:
“This project demonstrates what can be achieved when the public and private sectors work together. We are developing one of Norway’s largest transport hubs in Lillestrøm, addressing future mobility needs while also enabling innovation and meeting future demands for education and workplaces.”

“We both know that changing the way we work and adapting to new, space-efficient solutions can be challenging. By collaborating on such extensive areas directly at Lillestrøm Station, we have a unique opportunity to create innovative and sustainable integrated solutions. This project also aligns closely with the newly established innovation district for Romerike, NODE60.”
